The Internet is the global network of networks that grew out of ARPANET, formed when ARPANET and other early networks adopted a common set of communication rules, the TCP IP protocols, developed chiefly by Vinton Cerf and Robert Kahn, allowing any network to join simply by speaking the same protocol. ARPANET's own formal switch to TCP IP on January 1, 1983, an event engineers at the time called flag day, is commonly treated as the point at which the internet in its modern sense began to exist, though the network kept growing for decades afterward through the addition of new networks, the 1991 arrival of the World Wide Web, and the 1990s opening of the network to commercial and public use.
